Creating a Battle-Forged Army for Rapid-Strike Rules!

Please keep in mind this is just a first draft at the moment. There may be errors of all kinds and I do appreciate any feedback on cleaning up wording, grammar, etc.
Here is a summary of the changes:
1) Command points are more granulated. You start out with triple what you'd normally have, but everything costs about as much. As I create codex supplements this will allow for more fine-tuning in the stratagems sections.
2) There is a new detachment! The Specialist Detachment is a hefty 12 Command Points (which is more like 4 Command Points in 9th edition, see above) but it only requires you to take one each of the following: HQ, Elite, Fast Attack, and Heavy Support. In addition, the number of slots for Elites, Fast Attack, and Heavy Support are capped at 3 instead of 2. If you just wanted a little of everything except troops, this may be the detachment for you.
3) Brigade Detachments have been improved. Tyranid, Imperial Guard (Astra Militarum), and Ork players rejoice. Now every Brigade Detachment allows you to take 1 Fortification and 1 Lord of War if you wish at no extra cost.
4) Most controversial of all, no more units with the Flyer battlefield role. In my opinion, it was a mistake to introduce models with the capability of true flight in the first place, but here we are. While I will be creating immersive and detailed rules for flyers for Narrative (A.K.A. Crusade) play, I don't feel they belong in competitive play. Their unusually high movement values coupled with large base sizes and the practical restrictions for placing models on top of each other throw a serious wrench into designing fun and fair gameplay.
